Symposium on the issue of clearance of exchange declarations - mind Consulting

Dated 6 December 2019, a conference was held in Lubumbashi, on the issue of clearance of exchange declarations model Export of Goods in view of the fluctuation of prices of mining products on the international market.

The
symposium experienced the participation of multisectoral institutions in particular
the Ministry of Foreign Trade, the Ministry of Mines, the Central Bank
Congo, OCC, ACB, DGDA, FEC, etc..

Said conference was organized
in two different panels.

The first panel, under
moderation of responsible for the East region of
Akili Consulting, Mr Richard MPONGO, addressed the question of "the impact of the mercurial product prices
mining in times of fluctuating prices on the international market in the
clearance process for the EB model exchange declaration ».

This panel has known
the intervention

• of
  the Deputy Director of the Banking Operations and Markets Department
  from the Central Bank of Congo,
• of
  director of the import-export department of the General Secretariat of the Ministry
  Foreign Trade,
• of
  representative of the Secretary General of the Ministry of Mines,
• of
  representative of the Provincial Director of the General Directorate of Customs and
  Excise as well as
• of
  representative of the Provincial Director of the Congolese Control Office.

From this panel, we
must remember, as a first point, that the final commercial invoices
issued by the exporter during the completion of the sale transaction are
acceptable to the various parties involved in the modification of a license
Export of Goods and thus facilitate its clearance by the banks
commercial.

Grabbing
the opportunity offered by AKILI Consulting during this conference, Ms. Charlotte
Mulengezi, deputy director of the Central Bank of Congo, announced to the audience
the " revision», In the first trimester 2020,
of the exchange regulations in force since 2014 in order to align it with
the various developments in the economic sector in general and in mining in
particular.

The second panel, for
his account, took place under the moderation of the Honorary Governor of the
Central Bank and Administrator of TIAfrica, Mr Jean Claude MASANGU
MULONGO, addressed the issue of "the impact of the decline
of mining product prices on export pre-financing
granted by commercial banks ».

This panel has known
the intervention :

  Deputy Head in charge of the Association's Regulation Commission
  Congolese Banks,
• of
  RAWBANK Banking Production Manager
• so
  as the Director of Studies of the Federation of Enterprises in the Congo and Secretary
  of the DRC Chamber of Mines.

There was question here
to develop and propose mechanisms that should be put in place to
to mitigate the impact of price fluctuations on international markets,
and strengthen the capacity of local banks to meet the needs of the
mining sector, a sector which to date only concentrates 8 % financing
by the Congolese banking system.

It came out
among other recommendations, the development of loan syndication
allocated to sectors by local banking players, just like the
use of regional systems to cover financial risks and
other.

As a conclusion,
Akili-consulting reassured the various speakers and participants of the
establishment of a post forum device for monitoring the various
resulting resolutions.
